Japanese Imperial Official Document from Parliament announcing war with Germany

Japanese Imperial Propaganda Wall Hanging Poster 1920s w/wood dolly & string. Condition is "Used". Will mail priority mail.
This text is historical writing of  Emperor's Rescript for the start of the war with Germany (1914/8/24).
This is an official document (created by the parliament at that time) , it is also published in the official bulletin(官報). Probably these photograph shows  Emperor (Taisho era) and his relatives. Please refer to the following web site, but we are afraid that we can not find English translation.
Had to write a museum in Japan to figure out what this piece was.
There is the original hanging rope and the black lacquered wood. I am not sure of the dementions but it is long. There are a few condition issues on the edges, top and bottom but nothing major that I can see.
